Update C++ headers to have all appropriate information for automatic documentation generation

This program will update all header files in a source tree to have appropriate information for the automatic documentation system. It also allows modification of the documentation information in header files in a batch mode. Care should be taken when running this program that the appropriate file locations (! file ="...") are assigned to the header files.

This program also contains a utility to changing the RCS owner ship of files, this should be used with caution!

   -optload () [] Load options from a file.  
   -optsave () [] Save options to a file.  
   -i (.) [.] Input filename. 
   -r (TRUE) [TRUE] recurse into subdirectories. 
   -a (FALSE) [FALSE] Go into inactive directories as well. 
   -v (FALSE) [FALSE] Verbose mode.
   -p (FALSE) [FALSE] Possess files.
   -d (FALSE) [FALSE] Do a dry run.
   -li () [] Label id, use without -lv to test is label is set.  
   -lv () [] Label value, use to set default value for a label.  
   -lf (FALSE) [FALSE] Force label update. 
   -help (TRUE) [FALSE] Print usage information.
